An unpublished manuscript by Penick, Department of History, Loyola University, Chicago, Illinois, which later was the basis of Penick's dissertation; regarding differences over conservation policy and an accusation by L. R. Glavis and Gifford Pinchot that Richard Ballinger as Secretary of the Interior under Taft, acted improperly.

Richard Achilles Ballinger was mayor of Seattle, Washington from 1904–1906 and United States Secretary of the Interior from 1909–1911.
